Overview
Victor Ballard, a happy-go-lucky albeit impoverished sidewalk photographer, shares a New York City studio apartment with Polish immigrant painter Stefan Janowski. The big city doles out joy and misery indiscriminately: In the apartment below Victor and Steve, Gus Nelson learns that his wife has given birth to quintuplets, while the lonely tenant in the apartment below Gus has given up on life and committed suicide.

After New York City firefighter Terry Lynch is unable to receive any compensation for an injury incurred during the off-duty rescue of a young girl, he grows suicidal. Furious, his brother Jimmy attempts to have Mayor Tyler intervene, but the corrupt politician instead denounces Terry as a drunk. Determined to get justice, Jimmy begins a graffiti campaign of embarrassing slogans mocking the mayor, which soon captivates the city.

Lucky Jackson arrives in town with his car literally in tow ready for the first Las Vegas Grand Prix - once he has the money to buy an engine. He gets the cash easily enough but mislays it when the pretty swimming pool manageress takes his mind off things. It seems he will lose both race and girl, problems made more difficult by rivalry from Elmo Mancini, fellow racer and womaniser.
