The supposedly dead and buried Mabuse returns to his criminal activities, as his longtime foe Police Inspector Lohmann, a dauntless girl reporter, and an American - who may be an FBI agent, or maybe a Chicago mobster - investigate a series of gruesome murders connected to a maximum security prison and involving a minister who has written a book called "The Anatomy Of The Devil".

Frank Bigelow is about to die, and he knows it. The accountant has been poisoned and has only 24 hours before the lethal concoction kills him. Determined to find out who his murderer is, Frank, with the help of his assistant and girlfriend, Paula, begins to trace back over his last steps. After an attack on the local village, Shigeru heads deeper into the mines only to make a more horrifying discovery in the form a prehistoric flying creature. Soon a second monster appears as the two converge in Fukuoka.

Acting upon the last orders of Master Chiu Yen, the warrior Kwan searches for a magician who will unleash his hidden powers. Kwan needs these powers to battle against the assassin who killed Chiu Yen.
