In an effort to wage revenge on the nation, with their brainwashed sidekick Potator under their wing, the trio hijack television stations worldwide and broadcast mind-numbingly stupid and ridiculous, yet insane and often violent programs to dumb down and distract the nation’s citizens from their devious plans. On the edge of a corrupt city lies the "Texas Hot Spring," run by brothers Ro-han and Gyo-han. Ro-han meets Jae-in, a girl abused by her mother, and ends up selling her drugs, causing her death. Meanwhile, Gyo-han, allied with the local crime boss, decides to sell Jae-in, blaming her for his brother's change in behavior. Ro-han refuses and escapes with her, determined to protect her.

After his young son dies from the negligence at a hospital, Harry Fertig takes matters into his own hands and kills the doctor, nurse and clerk responsible. Slick lawyer Roy Bleakie, looking only to win a case and not caring of the matters involved, is asked by Fertig's boss to defend him. Shocked to hear that his client wants to plead guilty, the case causes Bleakie to question his own morals by defending an honorable man.

Police chief Xavier Quinn investigates the gruesome murder of Donald Pater, one of the wealthiest residents on a Caribbean island. He was found decapitated in his Jacuzzi. Although the local political establishment, especially crooked Governor Chalk, insists that small-time thief Maubee is responsible, Xavier has his doubts. This view is complicated by the police chief's personal history with Maubee: The men have been friends since childhood.
