Bebeto, a scoundrel and flirt, always gets the short end of the stick in his flirtatious advances. Having his eye on a woman who claims to be married, he uses various tactics to win her over. Following a friend's advice, he takes her to a deserted location, where he plans to make love in a van. The boys from a nursing home run by a priest show up, forcing him to referee a soccer match, ruining the romantic afternoon. On Carnival Sunday, Bebeto manages to take the girl to the apartment of his friend Gugu, who lent him the key. However, a malfunction in the toilet floods the apartment and the building with water, making the efforts of a plumber, the Fire Department, and the Radio Patrol ineffective.

Afraid of marriage, Simone (Mary Ellis) breaks off her long term engagement with her fiancé Paul de Lille (Tullio Carminati). Paul heads to the top of The Eiffel Tower with thoughts of suicide. In another part of Paris and also afraid of marriage, Mignon (Ida Lupino) breaks it off from her young lover (James Blakely). Despairing, Mignon also climbs to the top of the The Eiffel Tower intending to leap to her death. There she meets Paul and the two compare stories. After discussion, Paul dissuades her from leaping and the two conspire to make their respective partners jealous by pretending to have an affair with each other.

Lulu Monahan, the press agent for John Barrymore, is attempting to get a sponsor for a radio program. To that end, she and the agent for bandleader Kay Kyser, plant a story that the great Shakespearean actor, over his heartfelt objections, will teach Kyser how to play Shakespeare, which isn't the same as playing Paducah, which soon becomes evident.

On a layover in Hawaii, two conniving Navy seamen borrow money to wager bets that their ship will win the upcoming gunnery practice trophy, having found out that the current champ has just transferred aboard their ship. What they haven't realized, however, is that the marksman's enlistment is up before the contest is supposed to take place.

Upstanding community leader Nils has just won an award for "Citizen of the Year" when he learns the news that his son has died of a heroin overdose. Suspecting foul play, Nils begins to investigate, and soon finds himself at the center of an escalating underworld gang war between Serbian drug dealers and a sociopathic criminal mastermind known only as “The Count.”
