Even in the 1970s, films were made in this country that emphasized not only the necessity to defend the impermeability of the Western borders by all means, but mainly rehabilitated the Stalinist era. It chooses to depict the working disputes between an experienced, but already mentally stagnant general and a young politruk who advocates a modern conceptual solution to the common task.

Gordon must send his outnumbered band of fighter pilots out against overwhelming odds while juggling the disparate personalities and problems of his fellow flyers.

During the Second World War, a special project is begun by the US Army Air Corps to integrate African American pilots into the Fighter Pilot Program. Known as the "Tuskegee Airman" for the name of the airbase at which they were trained, these men were forced to constantly endure harassement, prejudice, and much behind the scenes politics until at last they were able to prove themselves in combat.

Three decades after the great war between the humans and the Zentradi, the U.N. government is developing new technologies to use in their transforming fighter aircraft by running tests on the colony planet Eden. Military test pilots and former childhood friends, loose cannon Isamu Alva Dyson and the Zentradi mixed race Guld Goa Bowman, are selected to each pilot a new aircraft (Shinsei Industries' YF-19 & General Galaxy's YF-21) for Project Super Nova, to choose the newest successor to the VF-11 Thunderbolt variable fighter which is currently still in use by the U.N. Spacy military forces. Their own personal grudges end up disrupting the tests, and begin to wreak havoc on the program.
