When allied troops liberate a small battle-scarred Belgium town in 1944 the American and British commanders do all they can to help the war-weary people back on their feet. There are mental and physical wounds to heal, fields to plough, the church to rebuild. But a top Nazi, knowing the War is lost, has infiltrated the town and is fostering dissent and disunity.

The theme of this film is the children's view on the destruction of a working-class area. The loss, for them of the dilapidated alleyways and waste ground where they met up and played. Their anger, their futile revolt against the demolition workers only serve to confirm their powerlessness and status as social outcasts.

Make it clear that at this moment, Armand is craving a cup of Borain coffee. Scene 456, Armand's farm Armand puts down his coffee cup. Through the window, he sees a beautiful Romanian refugee with AIDS playing the cello in the beet field. Behind Armand, his wife, a former RTBF announcer, commits suicide by hitting herself with hot potatoes. Scene 2,347, sublime landscape of Flanders Armand can't take it anymore: will he choose the position of deputy for the Vlaamse Blok or that of puppeteer subsidized by the CUCF? No one can say.
