Overview
The first film in the 2 part series about Ryuzen, a renegade martial-arts priest who, in addition to breaking all the commandments against sex and gambling, opens his own gambling den in direct defiance of the local yakuza boss. Exciting action and a twisty plot this movie breaks new barriers in Japanese cinema. Katsu Shintaro is superb in one of his better non-Zato Ichi roles as he fights off the advances of a love-lorn woman and risks his life to defeat the powerful gambling boss who has a stranglehold on the town.

The plot opens with the hero (Tsuruta) leaving prison, having served time through taking the blame for a fellow gang member’s crime. However, his former gang boss seems to have gone to seed, with people now killing each other and dealing in drugs. The hero then teams up with a lone operator (Tamba) who specialises in shaking down gangsters.

When a corrupt businessman decides to run for mayor and starts eliminating opponents from the rival mafia, a former police captain serving time for murder is secretly released and put in charge of a special task force to arrest him.

After a mobster agrees to cooperate with an FBI investigation in order to stay out of prison, he's relocated by the authorities to a life of suburban anonymity as part of a witness protection program. It's not long before a couple of his new neighbours figure out his true identity and come knocking to see if he'd be up for one more hit—suburban style.
