Low-level bureaucrat Sam Lowry escapes the monotony of his day-to-day life through a recurring daydream of himself as a virtuous hero saving a beautiful damsel. Investigating a case that led to the wrongful arrest and eventual death of an innocent man instead of wanted terrorist Harry Tuttle, he meets the woman from his daydream, and in trying to help her gets caught in a web of mistaken identities, mindless bureaucracy and lies.

Story of a young woman who marries a fascinating widower only to find out that she must live in the shadow of his former wife, Rebecca, who died mysteriously several years earlier. Art film producer Jeremy Prokosch, unhappy with the work of his director, hires Fritz Lang (as himself) to direct an adaptation of The Odyssey, but when it seems that the legendary filmmaker is making a picture destined to bomb, he brings in a screenwriter to energise the script. The professional intersects with the personal when a rift develops between the writer and his wife.
