Overview
The Shocker Organization sends two of its Inhumanoids to destroy an atomic plant, but their plan is foiled by an invisible barrier that surrounds the complex. Because of this, they abduct a top soccer player and convert him into Tokageron, a lizard Inhumanoid capable of kicking a 5 kg bomb to destroy the plant's barrier. Kamen Rider must once again combat the Shocker and prevent them from destroying the atomic plant.

Angela Bennett is a freelance computer systems analyst who tracks down software viruses. At night she hooks up to the internet and chats to others 'surfing the net'. In the final days of World War II, the Nazis attempt to use black magic to aid their dying cause. In order to save his dying father, young stunt cyclist Johnny Blaze sells his soul to Mephistopheles and sadly parts from the pure-hearted Roxanne Simpson, the love of his life. Years later, Johnny's path crosses again with Roxanne, now a go-getting reporter, and also with Mephistopheles, who offers to release Johnny's soul if Johnny becomes the fabled, fiery 'Ghost Rider'.
