Somewhere near the Texas-Louisiana border, the CIA maintains a force of domestic assassins. So secret is their work that their retirement program is a bullet in the head. Up-and-coming hitwoman, Diana, gets the order to dispatch Mars, a legendary CIA killer who's reached "retirement" age. She stalks him while he's in the bush leading a training exercise for recruits. Her pushy boyfriend Rick, also a CIA operative, insists on coming with her. Behind the scenes, a power play within the agency pits Ted Harmon against section boss George Marshall.

Criminal Gavin Matthews finds himself an unwilling recruit, who's identity and past has been erased by "The Corporation," a secret underground organization that acts as a rogue "Justice Department," righting the wrongs the courts cannot. Now, held with other "recruits" at The Corporation's training and reeducation facility, Matthews and the others will become useful and professional assassins...or they will be eliminated. As his training is completed, Matthews and his trainer discover The Corporation's true purpose and learn they are to be eliminated when their assignment is complete. Years after the events that transpired in Kite, Sawa's whereabouts are a mystery. During this time, rumors of a new killer have begun to circulate the city. They call her the Angel of Death, an unfeeling assassin who eliminates her targets with grace and precision, leaving only a flurry of feathers as her calling card. What the public is unaware of is the fact that this notorious hitman is a polite young lady named Monaka. Like her spiritual predecessor, Monaka has lost most of her family, and her father's duty as an astronaut keeps him practically worlds apart. However, they are close despite the physical distances and Orudo promised his daughter that he would return. Until then, daily life for the timid and somewhat clumsy Monaka involves mostly school and her part time job as a waitress, but her nature completely changes once she receives an assignment.

In this installment of the Zero Woman series, Rei, the number-one assassin of the Tokyo Police Department's secret Zero Division, has been assigned to take out a notorious gangster responsible for dozens of murders. At the same time, she must protect the gangster's mistress from the hitmen who want to keep her from telling the police what she knows. At first, both women are upset about the arrangement, but they eventually come to appreciate each other.

Rei, whose undercover role is so guarded that there is no written record of her identity, is well known for her accuracy in completing missions and her willingness to get naked if the situation calls for it. When she's instructed to bust Kayama, who has been buying confiscated drugs from corrupt police officers, she finds herself in a sticky situation -- not only is she attracted to him, but Kayama, like Rei, does not officially exist.
