Film producer Sy Lerner makes a bet with a fellow film executive that he can turn any nobody into a star at the Cannes Film Festival. A New York cab driver who is visiting the festival is chosen as the test subject to settle the bet and Sy uses his skills of hype and manipulation to try and turn the cab driver named Frank into the talk of the town. Many celebrities make cameos throughout the film.

Mu Myeong is a Joseon dynasty headhunter who meets and falls in love with lady Ja Yeong who will become the future Empress Myseongseong. A few years later, Ja Yeong enters the royal palace to marry King Gojong. Mu Myeong still having feelings for Ja Yeong and in an attempt to get closer to her becomes her personal body guard.

This short was released in connection with the 20th anniversary of Warner Brothers' first exhibition of the Vitaphone sound-on-film process on 6 August 1926. The film highlights Thomas A. Edison and Alexander Graham Bell's efforts that contributed to sound movies and acknowledges the work of Lee De Forest. Brief excerpts from the August 1926 exhibition follow. Clips are then shown from a number of Warner Brothers features, four from the 1920s, the remainder from 1946/47.

Young and active nationalist Aleksander Kesküla makes up his mind to use Lenin, the Bolsheviks' leader, in order to start a revolution in Russia with German money and create a new national state of Estonia in the north-east of Russia. For security reasons, five doubles will be found and trained for Lenin. All of them are finally sent to Russia to instigate the revolution. How will the real Lenin put up with all this?
