Overview
On a cold winter day, Goro Fujikawa (Tetsuya Watari) and Masahiko murder the mob boss of Meishin-Kai. The deed costs them time in prison, but Goro had no shred of regret. When Goro is released 2 years later, Masahiko is dying in prison hospital and entrusts his last wish; "find my sister and take care of her." Goro leaves as a free man with a mission, but soon finds that he might have been better off in jail.

The plot opens with the hero (Tsuruta) leaving prison, having served time through taking the blame for a fellow gang member’s crime. However, his former gang boss seems to have gone to seed, with people now killing each other and dealing in drugs. Hubert is a French policeman with very sharp methods. After being forced to take 2 months off by his boss, who doesn't share his view on working methods, he goes back to Japan, where he used to work 19 years ago, to settle the probate of his girlfriend who left him shortly after marriage without a trace.

When he proves to be more than they can handle, they hire the one man who has the ability to kill Shinkai and exact revenge, Ryotatsu, the karate priest whom Shinkai blinded in the first film. This ultra-violent entry has long been considered the best movie in the series and never made its way to home video before.
