Overview
Frost is arrested and committed for murder after he is apprehended burying his victims in the garden. However, even while under psychiatric care and tight hospital security, it becomes obvious that Mr. Frost is not all he seems to be.

Five college women buy the old Hokstedter place for their new sorority house. They got it cheap because of the bloody incidents from five years before. They decide to stay in it for the night so they can meet the movers in the morning, but begin to get the creeps when the weird neighbor Orville Ketchum starts poking around. When a bomb rips open the vessel, killing a crew member, he must convince the police superintendent that this is an act of terrorism. Determined not to allow outside forces to threaten their harbor, the police embark on a pursuit of the persons responsible. The events that follow nearly bring down an allied nation's government.
