With a flu epidemic running rife, three new bumbling recruits are assigned to Inspector Mills police station. With help from Special Constable Gorse, they manage to totally wreck operations of the police force and let plenty of criminals get away, even before they arrive at the station. A large spider from the jungles of South America is accidentally transported in a crate with a dead body to America where it mates with a local spider. Soon after, the residents of a small California town disappear as the result of spider bites from the deadly spider offspring. It's up to a couple of doctors with the help of an insect exterminator to annihilate these eight legged freaks.

'Hell' is the name of the hero of the story. He's a prisoner of the women who now run the USA after a nuclear/biological war. Results of the war are that mutants have evolved, and the human race is in danger of extinction due to infertility. Hell cannot escape since he has a bomb attached to his private parts which will detonate if he strays more than a few hundred yards from his guard.
