A bright, pretty and determined young lady named Anna Lee quits the police department in search of adventure, and joins a small and somewhat stuffy detective agency, whose members don't look particularly kindly on her short skirts, somewhat cavalier attitude toward agency rules--like showing up for work on time--and her overall demeanor. However, the agency's owner takes a shine to her and assigns her to what seems to be a relatively straightforward case: finding a young girl who's gone missing and whose family is worried about her. As it turns out, the case involves quite a bit more than just a missing girl.

While diving for sunken treasure, street-smart gumshoe Tony Rome finds the body of a gorgeous blonde, her feet stuck in a block of cement. Soon after, tough guy Waldo Gronski hires him to find a missing woman named Sandra Lomax, and Rome wonders if there's a connection. He sets about trying to locate the woman, and in no time finds himself mixed up with a beautiful party girl and a slippery racketeer.

Christopher Gill is a psychotic killer who uses various disguises to trick and strangle his victims. Moe Brummel is a single and harassed New York City police detective who starts to get phone calls from the strangler and builds a strange alliance as a result. Kate Palmer is a swinging, hip tour guide who witnesses the strangler leaving her dead neighbor's apartment and sets her sights on the detective. Moe's live-in mother wishes her son would be a successful Jewish doctor like his big brother.

When the residents of a neighborhood are offered huge sums of money to sell their homes to a developer, the only ones to refuse are an elderly lesbian couple. Soon after, the couple's home is besieged by anti-gay vandalism, but Don suspects that the attack is motivated by big-business rather than homophobia.

Private detective Dirk Trent, a collector of cigarette butts, a "smooth" ladies man, a wearer of bad suits, and he's convinced there's more to an incident he caught on tape, where a man seemed about to murder his mistress with an axe. Delving deeper, the film enters some seldom-trodden territory as it slips easily into horror and sci-fi, while still maintaining the hilarious dialogue
