Based on the true story of a Russian serial killer who, over many years, claimed victim to over 50 people. His victims were mostly under the age of 17. In what was then a communists state, the police investigations were hampered by bureaucracy, incompetence and those in power. The story is told from the viewpoint of the detective in charge of the case.

As violence escalates in Los Angeles and heinous murders are committed, Steven Hardin, a young judge of the California Supreme Court, must struggle with his tortured conscience and growing despair as he watches helplessly as the ruthless criminals brought before his court go free because clever lawyers find obscure loopholes in the law.

A terror is stalking the land: people are disappearing daily, their bodies appearing covered in savage gashes coupled with precise surgical cuts. The legend of the 'Werewolf of Allariz' spreads across the land like wildfire. When Barbara (Elsa Pataky) falls in love with travelling vendor Manuel Romasanta, she is at first besotted with him - but soon begins to be suspicious of him. What has happened to her sister, who - after being escorted by Romasanta to the city - seems to have disappeared forever.

When a devious plot separates CIA agent Peter Sandza from his son, Robin, the distraught father manages to see through the ruse. Taken because of his psychic abilities, Robin is being held by Ben Childress, who is studying people with supernatural powers in hopes of developing their talents as weapons. Soon Peter pairs up with Gillian, a teen who has telekinesis, to find and rescue Robin.

Although based on a novel by Georges Simenon, director (and songwriter) Serge Gainsbourg has superimposed several dark emotions and a subtle brutality over the weak plot about a man's trip to Africa and his unfortunate passion for a murderess whose amorality sends the disillusioned fellow back to Europe. Sometimes described as frustrating and self-centered, reactions to this film swing across a broad spectrum of complaints -- not the least might be whether or not Gainsbourg is using a clichéd and stereotypical view of "dark Africa" to convey what he sees in his characters.
