A young director intent on making "the greatest color crime movie ever" can't seem to finish his script--he has a beginning and an end, but he can't quite figure out the middle. Four tales unfold in the Eternal City: While vacationing in Rome, architect John encounters a young man whose romantic woes remind him of a painful incident from his own youth; retired opera director Jerry discovers a mortician with an amazing voice, and he seizes the opportunity to rejuvenate his own flagging career; a young couple have separate romantic interludes; a spotlight shines on an ordinary man.

Comprised of eight unrelated episodes of inconsistent quality, this anthology piece of American propaganda features some of MGM Studios' best directors, screenwriters and actors; it is narrated by Louis Calhern. Stories are framed by the lecture of a university professor. In one tale a Boston resident becomes angry when the census forgets to record her presence. Another sketch chronicles the achievements of African Americans while still another pays tongue-in-cheek tribute to Texas.

This is an anthology film with three stories. In "Portrait of a Murderer", a female artist draws sketches of a mysterious neighbor. She is unaware that the man is a murderer. "Duel at Dawn" is set in 1880s Austria. Two military officers fight a duel, with the survivor free to claim the heart of their shared love interest. "The Midas Touch" is a romance story of sorts. Jonah Watson is a successful American businessman, but is disgruntled with his life. He emigrates to England to start a new life, and works as a common servant. But he falls in love with a cockney maid who dreams of marrying into wealth.

The film has four main-storylines. A shoe store girl who likes Tony Leung, a couple who is suffering from cockroaches and is looking for a new apartment, a salesperson who is worried about his ex-wife, and a young actor from a small theater group who is afraid of being seen naked by his mother.
