A master thief coincidentally is robbing a house where a murder—in which the President of the United States is involved—occurs in front of his eyes. He is forced to run, while holding evidence that could convict the President.

County Durham, England, 1984. The miners' strike has started and the police have started coming up from Bethnal Green, starting a class war with the lower classes suffering. The stranger has a fascination with statistics, and claims he can predict crimes based on statistical analyses.
