Overview
Kachra Seth runs an empire of collecting garbage, which is merely a front to cover-up for his other business - drug trafficking. He recruits a select group of people to carry out unpleasant tasks - such as beating someone up, or even killing someone. One of his recruits is Jaggu, who will do anything for a price. Jaggu loves Tina but is afraid to tell her. When Jaggu's mom is hospitalized, he comes to Kachra for monetary assistance, he is assigned to a task instead, and unable to complete the task he is apprehended by the police with the assistance of a librarian, and is subsequently found guilty and sent to prison. Jaggu's place is taken by Rajeshwar alias Raja, who is also attracted to Tina and even rescues her from one of Kachra's goons, Chabiley, and they both fall in love. When Jaggu returns from prison, he finds his mom has passed away, and his sister is missing, believed to have committed suicide.

Raja is a small-time smuggler. His sweetheart, Priya does not approve of this, and convinces him to give up his smuggling activities, and turn the information over to the police. He does so, only to find that he has been framed for a murder he did not commit. When he decides to entrust himself to the justice of the courts, he is convicted of murder and sentenced to jail. In jail he encounters more problems, and needs all his wits to stay alive. Back to Priya; Raja's former smuggling colleagues, including corrupt police officers are openly harassing her, and no one seems to be able to look after her. Raja must get out of jail to find out who has framed him, and who is the king-pin behind the smuggling ring.

While returning home via train, Purnima gets sexually assaulted by a stranger, keeps it to herself, but her parents eventually find out and the shock kills her dad. Since it was too late to abort the baby boy, her mother gives it away to a stranger. Purnima gets married to her sweetheart, Vijay, a Chief Engineer, but ironically the very same child ends up in their care, and they name him Rajan. Years later, Purnima gives birth to Aman. The two boys grow up, siblings rivalry prevails to such an extent that eventually they end up falling in love with the same woman, Meena. Things keep on getting complicated so much so that a member of their family ends up getting killed, and another getting arrested.

Rautu ki Beli, an idyllic town in hilly north India, has been virtually crime-free for over 30 years. The inhabitants are bewildered when a school warden is found dead and the police begin investigating – under the leadership of Inspector Negi. Nothing is as easy as it seems when societal stigma, small-town laziness and ‘locals in denial’ get in the way of a seemingly straightforward case.

Plainclothes Police Inspector Amar has been assigned the task of apprehending an elusive criminal don who goes under the name of Hardayal. During his investigation, he meets with fellow Inspector Chhaya, and both fall in love. During this investigation, Chhaya finds out that Amar has been two-timing her, and there is confrontation between the two. Amar also goes beyond the call of duty, and is subsequently suspended. Stripped of his powers, Amar is caught by Hardayal and imprisoned, leaving Chhaya alone to figure out the whereabouts of this criminal.

This story is about Deputy Superintendent of Police Bhagat Pandey (Om Puri), who is thorough, honest, and has an excellent track record of apprehending criminals. This background creates problems for him with other criminals who are closely connected to powerful politicians. As a result he is transferred to Bombay (now know as Mumbai). He takes charge of his post, and transforms everything to a diligent and honest policing machine. Unfortunately, politicians and criminals alike do not like his diligence, and talk about transferring him to Kashmir, where he will be killed in an encounter by a terrorist. Bhagat also comes in touch with suspended Police Inspector Sukhdev Singh, and gangleader, Rajnath Guru, the son of a freedom-fighter, Dinanathji (Aloknath).
