Rocky and Dan, war buddies, are prowl car cops on night duty. Dan is a cynic who views all lawbreakers as scum; Rocky feels more lenient. After several years of supporting parts, Victor McLaglen once more landed a leading role in Republic's City of Shadows. McLaglen plays Big Tim Channing, an ageing but powerful gangster who raises young newsboy Dan Mason as his own son. Upon reaching adulthood, Mason (John Baer) becomes a law student, with the covert (and illegal) help of Channing. Despite his checkered past, Mason opts for honesty when he falls in love with Fern Fellows (Kathleen Crowley). This decision ultimately spells the doom for Mason's mentor Big Tim.

Apple Annie is an aging New York City fruit seller whose daughter Louise has been raised in a Spanish convent since she was an infant. As she grows up, Louise is led to believe that her mother is a society matron called Mrs. E. Worthington Manville. Annie worries that her lie is in danger of being uncovered when she learns that Louise is sailing to New York with her new fiancé and his nobleman father.
