Set in an academy for daughters of the rich and powerful, this murder mystery involves six girls with a dark secret. Literature club chairman Itsumi Shiraishi, has fallen to her death from the school roof. Rumours soon circulate that one of the members of the literature club is the culprit. New chairman and friend of the victim, Sayuri Sumikawa, holds a meeting and asks each member to recount their whereabouts at the time of Itsumi’s death. Who is telling a lie and what really happened to Itsumi?

The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow. Just as he's reminiscing about all the heroic modified humans he's lived alongside- Ichigō, Nigō, V3, Riderman, X, Amazon, Stronger and Tackle- the first seven Riders gradually show up to greet him in their human guises, unrecognised by the crowds. When it's revealed that the kaijin onstage are 'real', not actors, the Riders transform to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.

Kai Hyuga / Sharivan uncovers the existence of a spy from the Neo Madou organization. In addition to that Kai's friend, Seigi, becomes the new Space Sheriff Estevan. They must find the spy and stop a drug ring from shipping a pain suppressing narcotic called Hyper-M on Earth. But the new Space Sheriff must learn to trust his instincts and that not all is as it seems...
