At 2:46 PM on March 11, 2011, the Fukushima Daiichi Nuclear Power Plant experiences a black out due to the aftermath of the Tōhoku earthquake and tsunami. The cooling system fails at the nuclear power plant and the temperature of the nuclear reactor rises. The worst case is coming. Scientists face an unexpected situation and government officials are confused by lack of information. Residents says goodbye to their hometown before evacuating.

Every day, Jay travels the length and breadth of Tokyo in his taxi, looking for his daughter Lily. In the 9 years since he has separated from his wife, he has never been able to get custody of his daughter. Having given up hope of ever seeing her again, he is about to move back to France when Lily hops in his cab. But she doesn't recognize him.

Kensho Aoto reunites with Yoko Sudo, whom he had feelings for in junior high school, for the first time in 35 years. On the second floor window sill of a small apartment. Yoko was leaning against the window and looking up at the moon in the night sky, then Kensho was watching her from outside. Kensho “What were you thinking back then?” Yoko “...Something like a dream. Just about something like a dream.” The two of them are naturally attracted to each other for the first time at the age of 50. They eventually start talking about the future...

Time stands still in the silent streets of Fukushima. Radioactive residues continue to taint the lives of the citizens with a slow, invisible anxiety, trapping them between past wounds and future uncertainties. As his old home was highly exposed to radiation, leading to his mother’s death, young Akira grows up aimless and uprooted. In his search for his lost father, he is assisted by Yuji, the owner of a down-at-heels surfboard shop, as well as a concerned classmate, Shinichi, who becomes increasingly entangled in Akira’s story.

The film is a series of vignettes from Taiji Tonoyama's life and film clips, interspersed with a dialogue to camera by Nobuko Otowa, addressing the camera as if she is addressing Tonoyama himself, recollecting events in his life. The film focuses on Tonoyama's alcohol dependence and his various sexual relationships, as well as his film work with Shindo.
