Batman raises the stakes in his war on crime. With the help of Lt. Jim Gordon and District Attorney Harvey Dent, Batman sets out to dismantle the remaining criminal organizations that plague the streets. Having witnessed his parents' brutal murder as a child, millionaire philanthropist Bruce Wayne fights crime in Gotham City disguised as Batman, a costumed hero who strikes fear into the hearts of villains. But when a deformed madman known as 'The Joker' seizes control of Gotham's criminal underworld, Batman must face his most ruthless nemesis ever while protecting both his identity and his love interest, reporter Vicki Vale.

John Brown is a bumbling but well-intentioned security guard who is badly injured in an explosion planned by an evil mastermind. He is taken to a laboratory, where Brenda, a leading robotics surgeon, replaces his damaged limbs with state-of-the-art gadgets and tools. Named "Inspector Gadget" by the press, John -- along with his niece, Penny, and her trusty dog, Brain -- uses his new powers to discover who was behind the explosion.

The monstrous Penguin, who dwells in the sewers beneath Gotham, joins up with corrupt mayoral candidate Max Shreck to topple the Batman once and for all. But when Shreck's timid assistant Selina Kyle finds out, and Shreck tries to kill her, she's transformed into the sexy Catwoman. She teams up with the Penguin and Shreck to destroy Batman, but sparks fly unexpectedly when she confronts the caped crusader.
